The School Education in Chhattisgarh is mainly under the control of School Education Department. It conducts educational activities from pre-primary to Higher-Secondary Education within the state. Out of 16 districts in the state, 7 districts are predominantly tribal districts & 5 are mixed tribal districts. The school education in tribal areas is looked after by the Tribal Welfare Department. Some Missionary Organizations, Local Bodies & Private Institutions are also engaged in providing education in the state.

Right to free and compulsory elementary education is now a fundamental right for every child in the age group of 6-14 years. In order to achieve this it is very much required to track each & every child in the state.

The Sarva Shiksha Abhiyan Mission aims to achieve the target of Universalization of Elementary Education (UEE) by the year 2010. The achievement of the goal of UEE requires that all the following four conditions should be fulfilled: Provision of easy access to an educational facility for all children in six to fourteen years of age.Universal intake of 6 – 14 year old children in formal, non-formal of alternative modes of education.Universal retention throughout the primary to upper primary cycle of educationComparable and satisfactory level of achievement by all students in primary and upper primary level The SSA (Sarva Shiksha Abhiyan) envisages Universal enrolment, Universal retention and Universal achievement in Elementary Education. Despite of the best efforts, it has not been able to achieve the universalisation of Elementary Education. “Hard to Reach” Children continue to be out of the school system. Till date the SIS does not have a comprehensive village wise list for these children. Secondly, the children who would enter the school at 5+ need to be targeted much before the next academic session begins.

Non-availability of the accurate detailed information of each & every child makes the problem more acute. Again there is no mechanism to track the in-school children wrt their transition and learning achievement etc.. Therefore a detailed survey of children was carried out in Chhattisgarh state by the MITSOG’s Center for Social Development & Governance. 2. Objectives

The objective of the Comprehensive Child Tracking System-CCTS is to track every child in 0-14 age group through out the state. Once the base data is created the me can be updated annually with little effort.

There are several uses of the data generated from the child census. Some of the uses are: Tracking of each and every child (both in-school & out of school) in 0-14 age group.The Reason for out of school for every child can be assessed and remedial action can be initiated.Future school-going children can be assessed village wise and advance action in terms of access can be planned. A child tracking system can be designed for In-school children so as to track each child with their attendance, achievement, health status etc. to ensure Universal retention & quality education. Number of children going to unrecognized schools/institutions can be assessed.Identification of parents migrating to specific sector (s) for their livelihood can be done. The status of migration in terms of the following can be studied for proper intervention: Migration sectors: constructions/infrastructure, sugarcane factories, fisheries agricultural, diamond industry, saltpan, cottonseeds, brick klin, mining, ceramics etc. Sector wise number and annual pattern (timing, duration, distance, destinations, circuits) Child survey at work sites during migration period to collect data about the number, name and location of migrating children. Identify the problems arising out of migration e.g. Language, textbook, deployment of teachers, working children Conditions of work sites for future educational intervention 3. Survey Methodology: The survey was done by census method, wherein every village/habitation has been covered. Trained Enumerators visited each & every house/ institutional families to collect the detailed information. The filled up formats are being countersigned by the concerned VEC President.
